I can't find (nor do I think it's currently available) a list of names and residency of past expo tag winners .
Has anyone saved the results of previous years? (PDF etc)

Is it possible to be a nonresident and apply
And draw any of the 195 tags that aren't listed as ?nonresident ??
If it is possible, I'm wondering how many nonresidents were winners in the previous 2 expo results.

There are always NR winners, but statistically the majority will be residents, just because of numbers of apps and the ease of going in to validate your entries. I have several NR friends who have won tags.

So I'm asking questions because I really want to understand it.
I know the state can ?take? (bring) 5% or 10% of the allocated tags to the expo.
Blank....are you saying that these 5 or 10% of the expo tags may or could have been left to residents had they stayed in the states draw system yet find its way into the expo draw and given to a nonresident?
Just trying to make sense of it.
Also....
If the above statement is true, then why are some of the expo tags listed as nonresident if technically nonresidents
Could end up getting the majority or all of the 200 expo tags?

Looks to me like your fishing for something to B!tch about....

It is highly unlikely that the non residents could draw the "majority" or "all" of the expo tags.

And the reason they give the few non resident only tags is to try and get more out of state guys to attend the expo. Its a marketing ploy.

Look at it this way, you attend the expo you get that many more chances to draw a limited entry tags from the state of utah that you otherwise would not of had the chance at.

Just to be clear, the Expo tags are ALL available for residents and NRs. Correct.

I received a PM from Lumpy and Birdman giving me more detailed information and it's much appreciated.

Thanks to Elk, it was easy to see that in the past there were more than 4-5 nonresidents who got tags.

Although there are only 4-5 tags offered EXCLUSIVELY to nonresidents, they are capable of applying for all of them.
Which I did not know.
I always thought that nonresidents could only apply for the handful of exclusive nonresident tags. Which is NOT the case.

Non Residents can put in for all 200 expo tags! Residents can put in for all expo tags except for the ones that specifically state that only non residents can put in for and draw.

I have kept winners lists from 2008-2018 that I have kept in excel files for analysis. There have been many non-residents that have gotten tags that were not just for non-residents. Lot's of multiple tag winners not only in same year but multiple years from the years that i have kept.

Drawn 2 tags - 170 people
Drawn 3 tags - 26 people
Drawn 4 tags - 4 people
Drawn 5 tags - 1 person
 
I started going in 2011, I got lucky that year and drew a tag. I've been back every year since without luck. These numbers are from memory so don't hold me to them. That first year there were about 750 applicants in the non-resident only pool. I believe last year there were about 1400. There were 10700 people that applied for the Henry mountain deer tag that is available to residents and non residents. You have to believe that if you were going to apply for just one tag it would be the Henrys tag so lets assume there were 1400 total non-resident applicants and 9300 resident applicants. Non-residents make up 15% of pool so the simple math says non-residents should draw roughly 30 of the 200 tags. Now 50 of those tags are Turkey, bear, cougar, and antelope that do not draw much attention from non- residents, again speculation. Still I would expect roughly 20 of the tags to go to non-residents.

My dad won a late season bull in 2015.
 
If I was NR I would come just for the OIL last year NR,took both moose tags and 2 out of the 4 goat tags.They also drew 5 out 9 wasatch archery elk tags.
