Not going to be able to word it exactly but just throwing out an idea.
What if the wording in the Utah Hunting Proclamations read:
No use of any instrument that requires the use of Alkaline, Lithium, Silver-Oxide, etc. types of batteries during any hunt in Utah.
Just looking at the small battery stuff that assist in the moment of truth, not car batteries or Atv's and such.
So you could still have a Variable Power Scope on a Muzzy, Slider Sight on a bow or a Turreted scope on a rifle but say no Laser Rangefinder, no Radios, no Onyx, no Flashlights, etc.
If a person is capable and has the skills to Judge 823 yards during a rifle hunt, 322 yards on a Muzzy hunt or 102 yards on an Archery Hunt then props to them for their ability.
Their is always going to be people find ways around the rules but I am just Spitballing here and wondering if this puts the "Hunt Back in Hunt."
