I don't think it's all a matter of limiting every weapon. I think it's more of we need to push limited weapons. We have 100,000 deer tags in the state and only 10,000 go to bow hunters. The weapon with the lowest success has the fewest amount of tags. The other 90,000 tags are in one pool...

I see nothing wrong with that letter. I think you may be taking it to personal. If you're following the rules then you have nothing to worry about.
