2nd Draw question

So I drew a controlled deer tag last year. Per the regs I know I'm not eligible for a controlled deer tag this year (at least for the 1st draw). But does anyone know for sure if this applies for the 2nd draw? Thanks in advance.

You can apply for the 2nd chance reguardless is you drew or not the year prior good luck !!
