As a resident it takes 10yrs minimum for a "low end" area to hunt goats. 13+yrs for decent and looks like 19yrs for Hart Mt (oregons #1 area for goats). Not sure how many non-res tags are given in each but your odds I'm sure are not that great...
Lots of good chances for 80" bucks. Stay over in Beatty and find water. Hart Mt. used to be the spot but there are quality bucks roaming all over Warner, Juniper West and East Beatty and Whitehorse.
Takes 8+ points for muzzleloader and 12+ for a decent rifle tag though. All draw tags for antelope though here.
Depends on how long you want to wait and how far you want to drive. Honestly for the money and opportunities for antelope you are better off going to Wyoming. The good antelope bow hunts take 8 points for residents so I assume that it takes more for non residents.
