Slick is wrong, it is a decent tag and kids should get some opportunity. Doesn't affect the general hunt much anyways and everything is built towards LE tags nowdays in Utah. Over 20 years ago, I killed my first elk at the ripe old age of 13. Back then, you had to turn 14 that calendar year in order to hunt. Probably the smallest spike ever, but it was my first elk. I still remember that hunt to this day as one of my hunting highlights. By the way, it was just on the regular season rifle...13 year olds deserve, can and need to hunt.
One point that was made that I can't argue against, there are 13-16 year old kids that should not be allowed to hunt due to inmaturity or other issues. But, that is the parents job, not yours or the states to decide. There are plenty of others who can and should be given the opportunity to hunt. Hell, I had killed 4 bulls by the time I was 18 on general season tags.
