On the application, it has a place you can check if unsuccesful for first look at "LEFTOVER LICENCE LIST". If you check it, and don't pick something from the list, when do they send your refund? I have never checked this block, but thinking about it this year.

OK...here's what happens:
The deadline is 4/5, I think...about a month or two later, they send out the tags/licenses...lets say June (probably not the actual month)
A little later, lets say July, If you checked that box, you'd receive a copy of the left-over licenses in the mail, and an application (I think), then there is another drawing, about a month later....lets say August 1st.

This drawing is only for people that did not get drawn the first time around.

Your question...You do have a choice, pick one, or get a refund (assuming that you are not going to hunt and/or do not like the choices available).

Then, about September 1st the leftover licenses go on sale (BTW, you can find this date in the regs, but not the date of the leftover draw and the left over draw is not even mentioned in the regs.).
