Best scope for $400-500

I have a 25-06 I need to get a scope for I would like a mildot in 4-16 and would prefer a 1 inch tube. Whats your pick?

Burris signature select 4x16x44 with mil dot-one of the few I know of.

Leupold VX3 4.5x14x40 and have them install the mil dot reticle-its not a standard option on this scope.

Or go with a ballistic reticle system instead of the mil dot.

Vortex has a scope close to what you're looking for: 6.5-20x44mm Viper. It is available with mil-dots, but is a 30mm tube. Price is $400 from the Outdoorsmans...
