I am not sure I understand your question. Last year there were no nonresidents with 0 points that drew a bull tag. Only about 80% with 1 point got drawn. That figure probably was lower this year. So you probably had less than a 2 in 3 chance of being drawn with one point as a nonresident.
If you are a resident, you should definately have been drawn with 1 point. Only thing I can think of there is that something happened in the application process. One year, one of our group wrote his check for $235 instead of $253. His app was disqualified and he didn't even get a preference point. That is why I did the online app this year, should eliminate mistakes like that.
The 4th guy in our group (also a nonresident) who had 0 points put in for a bull as a first choice, and a cow for his second choice. He drew a cow.
