Why aren't they charging the fee upfront for elk?

Full fee up-front: Everyone applying for a pronghorn, bighorn sheep, ibex, javelina or Barbary sheep draw license must pay the full license and application fee when applying. Online applicants will be charged for the full license fee, plus the nonrefundable application fee at the time of application. Unsuccessful applicants will receive refunds.

They were trying to appease the whining and crying of a select few buddies! That's all and in the end all they wound up doing is pi$$ing off most of the hunters in the state! I would put a paycheck on the line that somone wanting a better shot at a sheep tag had some favors to cash in on this one!

That's why people like me and a lot of others keep waiting and donating to the Bottomless pit with the State of New Mexico money pit.
Although, 5000 people looking at maybe 5 tags equals a heck of a long time to wait or your one lucky person!
