I only spend 40 to 50 days a year in Eastern oregon, not "resident" of the eastside so take this with a grain of salt.
There are plenty of deer over east, yeah the numbers aren't as good as before, but somehow we manage to fill our tags every year with deer up to 190 within 3 hours of bend on 2 point rifle tags.
So yeah, Oregon deer sucks. (if you don't scout, don't get out of your truck, or hunt hard)
Silvies, Murders creek, juniper, beattys butte, interstate, etc all hold deer. Just start scouting, learning the ground, and have fun.
A lot of guys bait around bend and kill giant bucks every august.
