Just have a quota of the animals the herd can lose and still sustain or grow a healthy population and let killers kill.
 
In the case of bucks or bulls, the season should run from about April or May to about February when the antlers are visible.

No need to go to all the expense of having drawings and issuing tags either. Just register online and report once a week how many animals you've harvested. When the quota is met the season closes.

You’ve gotta draw a line. You think our animal numbers are bad now, wait until you turn guys loose that know how to efficiently kill, and take away their restrictions
 
We do draw a line. You don't sell more tags than the herd can afford to loose. Line drawn, deer get smoked, see you next year.?
