NM Elk, what would you have done?

Hi all. My dad is 63. He is a rifle hunter, and also out of shape. Forgetting about draw odds, what units would you have picked for him to apply for. Having a chance at a decent bull, 270+, and access being the important things. I did 16D, and 16A, would you have done something different?

Unit 9 or 6C. Chances to see allot of elk and easier draw!

9 is not a rifle unit

Without looking at drawing odds, 6b would have been the best bet for him and for your requirements.
