Larry, no non resident will be in ahybrid draw. When the 20% is met on the non resident it is over for that hunt code for the non resident.

I know of a 17 kid whom is a NR that pulled a unit 201 hybrid tag this past fall.

I talked to a guy with the CDOW over the phone that told me 5 NR lottery tags were given out last year (2011) for units 2, 10, and 201. Everybody on this forum says it cant be done but the CDOW guy says otherwise. I just put in for a unit 2 early rifle with 14 points hoping to be one of those 5 for 2012. Not holding my breath though.

The CDOW produced and published a PDF entitled "2010 Hybrid Draw FAQ" shortly after the Hybrid Draw was first unveiled. I believe the choice of wording on that PDF, along with the "Umbrella Charts" shown, have led some people to believe that there is no way for a NR to get any Hybrid tag ever. I suspect that the wording in that report must be deceiving or incorrect.

BUT as far as Unit 201 Bull Elk in 2011, I still can't see any scenario under which a NR could have gotten a Bull Elk tag in the Hybrid Draw, considering the CDOW's own published rules about the draw. I could see it occurring for hunt codes that ultimately issue 5 or more NR tags. But there was no such code for the 201 hunts in 2011. Based on the General Quota, the 201 early rifle elk hunt could issue no more than 4 total tags to NR, due to the 20% NR ceiling limit.

Units 2 and 10 however did issue 5 or more NR bull tags for the early rifle hunts, so it could conceivably be possible for a NR to get a Hybrid Tag there. However, it would mean that the CDOW is "Setting Aside" Hybrid tags for NR, which they claim in the above-mentioned PDF that they are not.

A guy by the name of STRYKER here on MM son drew a 201 hybrid tag last as a NR. If you look through the Colorado archives you might be able to find it.
