Do non-resident points become reident points if I move to Utah?

For example, I retire and can live anywhere I want. I have a pile of points for all species in Utah. Can I go to Utah and retain my points and apply as a resident with those points?

Even if I retire at 60 I will be rolling into town with over 135 points assuming I do not draw between now and then!! I could do some damage. I saw a historic place in Thompson Springs that was a real fixer upper, in a quiet neighborhood, with great views. I think it was actually an old hotel in Sego.
