It should be an open bid process the same as other natural resources. If you want to stop Utah's privatization of wildlife I recommend you contact the AI director and ask how and why? And then go up the ladder to the head of UNR of course since it is Mike Styler I doubt it will be resolved, so a call to the AG might be in order.
