Question about hunting BLM

My question is do you have to purchase a habitat stamp to hunt rabbits on BLM? The proclomation says residents do not need a license to hunt rabbits. But it also says anyone hunting on BLM must purchase a Habitat Stamp. I called the NMG&F and the girl said she'd have to get back to me. Just wondering if anyone else out there could give me some insight. Thanks
 
NM resident no you do not need one, Just a valid NM id.
