Refund Timing

I ended up withdrawing my NR Ant application this year due to a misunderstanding in my current PP number. Next year can't get here fast enough now! Anyway, I've scanned the proclomation and can't find anything; does anybody know when my refund will be issued? Will it come after the draw? Thanks.

I withdrew my daughter last year and I got the check the same time everyone else did, they don't process them early.
