I know my opinion is in the minority here but this whole thing is fundamentally wrong.
First this is national forest public land but if I want to go hiking here they will give me a ticket for tresspassing.
This is the highest point in AZ and they are dumping reclaimed water on it, guess they have never heard the phrase "we all live downstream".
And why? So some private company can benefit from locking me out of national forest!
