There are new revised questions for comment on the outfitter/landowner draw. It's now up to 50% of NR available licenses for deer, elk and antelope.

Already submitted. I am glad the asked them as separate questions, but I made sure in my comments that every thing is no if it is only part of the compromise to get outfitter licensss. I really do not like any of it except the idea of increasing NR draw percents. Absolute no to waiting periods, absolute no to point schemes of any sort, absolute no to outfitter hand outs.

Damn, the Outfitters just won’t give it up. From reading ALL the comments to the TF previously, there were only a handful of comments that supported the outfitter set aside. Even less than a handful if you don’t count the comments from people with the last name Gilliland ;)

Yes and here is what is on the agenda for the Wyoming Game and Fish commission meeting for tomorrow. I guess there not going to have any public meetings to discuss this before voting what a scam.

Presenter: Brian Nesvik, Director. Wyoming Wildlife Task Force Recommendation on the Allocation of Nonresident Elk Licenses. The Commission will be asked to vote to approve the Task Force’s recommendation on allocation of nonresident elk licenses. 30 min. 10:20-10:50 a.m.

It was discussed several times during the TF meetings. It was up for public comment on the TF website. The public can still comment at the Commission meeting tomorrow before the vote.

You are correct it was discussed several times during the TF meetings. The public comment was strongly opposed to eliminating the 7250 cap on full price licenses but they voted it thru any way. Having watched many commission meetings I don't remember any public comment till the end of the meetings which is of course after they vote. Oh and another thing at the task force level they mention many many times that before the commission does anything they take it to the public. The outfitters tried to do this same thing in 2017-2018 and the game and fish had public meeting all around the state I guess not this time.

Provided you fill out the comment form correctly they will allow your comments during the discussion of the agenda item. Prior to the vote. If you are just there to say something not related to an agenda item then it happens at the end.

The TF had blinders on in regards to this issue. Too many members are either willfully ignorant or easily bullied.

^^^^ this 100%

Normal procedure at Commission meetings is public comment during a topic, either before a vote or the end of a discussion. I have seen action taken without the public be called on.

Nesvik is apparently trying to fast track these TF recommendations and that needs to stop.

While everyone is talking mailbox contents, the outfitters are soliciting the help of their clients to get a 50% outfitter draw. Any comments from last month were tossed. This comment period now is the last before they vote in early August. If you don't think your comments matter, quit complaining.

There will be no sympathy for anyone who sits on their hands and can't draw Wyoming tags without paying Sy and his cohorts.

So who else got their license in the mail?

As a resident, I stand with the DIY NR for two reasons. First, I hate welfare for those who don't need it. Secondly, I apply for multiple states a year and I am still pissed about NM.

Unfortunately, I think I see the backroom deal, sorry I mean "compromise", in the questions. It looks to me like 90/10 for HD, 85/15 for SD, bonus points for R (make up for lost revenue for the SD), and outfitter tags. Hopefully, no waiting periods. Waiting periods don't make sense with bonus points. Maybe I am just looking too much into these questions?

LAWDIE LAWDIE!!! I just read through the latest TF comments with special attention to the Outfitter license grab. An extremely high majority are saying NO WAY to Sy-Borg and his merry band of welfare bums.

BUT...I'm sure that the TF is not bound in anyway to consider the public comments so don't be surprised if the back room deal has already been made.

Well honestly I don't mind the plan accept the outfitter draw without that it wouldn't be a terrible idea in my opinion. Not perfect by any means but not terrible

90/10 only happens with the outfitter draw. You know this.

And points and waiting periods will not really fix the complaining or people who do not understand draw odds and eventually they will be morphed into a money making scheme where we are all stuck with the same or worse odds after spending 3x the money.

I don't see any way its gonna make draw odds worse but you're the genius here.

Draw odds will barely improve with 90/10 for Wyo res while tags for every nonres hunter will suddenly take 2X more years to draw the same tag. With 90/10 plus outfitter set asides it will take 3x longer for diy nonres.

Is it really worth it to stab diy nonres hunters in the back that have supported the WG&F revenue for so many years and devoted years and years to paying for preference points?

If it was limited to just impacting you, yes, it would be worth it.

Tired of the crying about 90/10. All the states I apply for as a non-resident have 90/10 or worse. I am very against outfitter tags. That's a road Wyoming shouldn't go down.

You can bet money on outfitter tags and 90-10! There's no stopping this imo.

RoadlessHunter, you have been missing out if you aren't hunting Colo on a regular basis as a nonres! Colo hands over 20 to 35% of limited tags to nonres. Nonres in Colo are also blessed with OTC elk tags every year. Talk about nonres opportunity! Even as a Colo res I'm excited that nonres from across the country have such great opportunity!

Even Wyo's current limited tag quotas don't stand up to Colos!

SS, not sure where you got your info? I was totally against the outfitter draw.

Also, did you see the letter in regard to impacts of cheatgrass to wildlife in Wyoming....good stuff! I was super excited that they are aware of the negative impacts cheatgrass has on native vegetation and wildlife in Wyoming. Bringing this to the attention of wildlife and land managers in Wyo and actually doing something in the field is a definite game-changer!

Proof is in the pudding !

4 percent is enough to persuade the task members to pass this idea on
I'm not going to say a bad word about any of the members because in reality they are all good people. But the Task Force was a horrible idea, meant to fulfill agendas and accomplish that by going around normal procedure. It seems incredulous that the group itself doesn't see or believe in it's shortcomings. Let's hope there is never another TF proposed in the future.

By the way, it's 4 meetings short of being over, who knows what crap is still coming down the pipe!

Good to know there are 4 meetings left…

It would be a breath of fresh air if they finished off their meetings working on habitat, fencing, vegetation improvement projects, etc that will benefit wildlife.
The good thing is, its sounding like the GF will have plenty more revenue from NR's to do those projects.

Proposal is to increase NR fees "substantially", as in 40-50% increase.

Should be able to get plenty of work one with that kind of NR fee increase.

At what point does GnF "price out" the NR DIY guys and gals? It sure makes it tough on these folks when they are trying to raise their families and plan hunting trips to Wyoming. Now if we are talking raising NR fishing licenses let's up it by a couple thousand, especially if you fish the Platte/ Miracle Mile. Give me 90/10 and raise resident fees. Now that's a grand compromise.....

So close to a $1,000 for an antelope tag?

Dang Wyoming thinks they have a better product then every other western state when it comes to elk? A thousand dollars a piece for an antelope is pricing out the average guy with his kids wanting to come for a fun hunt

NR Youth fee's wouldn't change.

That’s total BS

Wyo better be careful what they charge nonres for tags and pts. Some hunters may drop out once they draw tags or if draw odds drop due to quota changes. Who’s going to pick up these loses?

Currently 70% of wg&f limited license and pref pt revenue comes from nonres. My guess is it will be tougher for 90/10 to ever happen with an increase in nonres prices and nonres suddenly contributing an even higher percent (80 to 90%) of the wg&f revenue. I say go ahead and raise nonres license and pref pt fees.

Also, with 90/10 it’s obvious that someone has to pick up the loss in revenue if 1/2 the nonres limited tags are lost! Do you honestly think the same number of nonres are going to apply for 1/2 the tags plus pay higher pref pt fees with 90/10? Heck no! Wg&f’s current revenue will likely tank as fewer and fewer nonres apply for pref pts and 1/2 the high dollar nonres tags are sold.

Most Wyo res are totally against res tag price increases. They’ve been spoiled by nonres picking up the slack! Do you honestly think Wyo res will pay upwards of $100+ for tags. Is it really worth getting a few additional tags/unit and draw odds barely increasing?

Status-quo sounds better and better every day!

SS, I know you like answering questions? So are you a Wyo or Alaska resident? Sure sounds like you are double dipping?

In before the edit, as you like to wrongly accuse people of GF violations.

How about before you can apply for a tag you have to "donate" $50.00 to a local organization that helps improve habitat, highway crossing, etc. One hundred percent goes towards specific projects that GnF feel are the most pressing. Nothing goes to fish stocking/fish habitat.

Ok I change my mind, raise NR tag fees.

There are more hunters with points than years and years worth of tags, especially if 90/10 happens. Simple supply and demand, and right now demand is way high. Unfortunately, there is plenty of room to jack prices up and keep enough NR people in the game. The NR hunt is becoming a rich mans sport. I can't say I blame residents of any state wanting to keep more game for themselves. As an Idaho res, I wish Idaho would limit NR more and I would gladly pay higher license and tag fees to do so.

It would help to have the list available again to thank the members.

Certainly the best outcome. Residents get 1st crack at leftovers, and they get to hash out the issues that affect them.
NR keep their portion of the tags. But I could have lived with a 90/10.

To all those people who submitted comments to the TF members either online or by E-mail, now is the time to e-mail them once again and thank them for voting against the Outfitter set asides.
You think they care if you thank them or not? Nonresidents played little part in this and as much was said. What killed 90/10 and outfitter set-asides was the pushback by Wyoming residents and that's a fact. The same residents that have taken the crap from all the whining cry babies here, on Rokslide, Hunttalk and the rest.

If you feel like you need to thank someone, thank Buzz. You don't deserve what he did for you, that's for certain.

Well excuse the Hell out of me you cranky SOB.
Somebody needs a Snickers or to get laid or maybe a Midol.

Thanks @BuzzH and anyone else who put any kind of effort into getting the 90/10 and Outfitter set asides voted down. Even though we don't deserve it. :ROFLMAO:

I think jm77, mulecreek, and others have a right to be a bit cranky about all this chit that is going on. Those guys and others, who are in the trenches day after day deserve more credit and thanks than they'll ever get. A vast majority of the issues hunters face, they're the guys who get called first when the chit hits the fan.

They're the first to take the bull by the horns, first to tackle any issue, first to financially support issues, and do a lot of heavy lifting.

What they often get in return is a bunch of grief from other hunters, primarily of the nr variety. They listen to a bunch of grief from the legislature, the task force, governor's office, outfitters, etc. and it never ends.

No matter how much they/we do it's never enough, or at the least never good enough.

There are many times I've had them talk me off the cliff, and I've talked them off the same cliff when we've all about tossed in the towel and let someone else look out for the best interest of nr hunters, resident hunters, wildlife, habitat, etc.

I'm always humbled by the amount of time that guys like jm77, mulecreek, and others spend on behalf of all that is hunting and wildlife...many times receiving nothing but grief.

So, I don't think they should apologize for being edgy and short on patience with the critics in the cheap seats.

These last few weeks have been stressful for us having to deal with the task force, the commission, and trying to raise more money for the civil suit on corner crossing. People act like 90-10, outfitter set asides, and trying to raise $106,000 to fight for public access via corner crossing, all just appears out of thin air. I'm here to tell you it just doesn't happen without a lot of effort.

Most people don't work that hard at their day jobs, and we're all volunteers. Volunteers taking time away from our families, taking vacation days, and spending a lot of money to make things happen.

Might be worth a thunk before calling someone crabby or a grouch.

#1 Show me where I criticized anyone.

#2 All I tried to do was get a few people to send some thank you e-mails and now I'm the bad guy?

#3 You guys can have a hard on for the people that don't do anything, but I'm not that guy. You're right, I don't do as much as you, JM77 or Mulecreek in Wyoming. But I do what I can, and I always send emails and contribute financially where I can. What you don't see, and maybe should "Thunk" before lumping every NR is the same category, is what I and a bunch of others do in my own state.
We all have our load to carry.

Now, just take a deep breath. and another.

Ok, Now tell me I'm a POS. lol

From one cranky SOB to another looks like to me.

Thanks guys for going to bat for the average joe, and NR!

Hey BuzzH, I read your TF comments and I am really surprised. I have to say I totally misjudged your position based on your comments here on MM. I probably owe you an apology but I can't really remember which of my smart-ass comments I sent your way. Thanks again for working on this for hunters like me.

With that said, I will never take back anything I've said about High Fast Flyer, wherever he may be...

I was surprised how the majority of comments aligned regardless of residency. Glad I did not say anything too stupid since they included names with comments :). It was a little unclear where the majority stood on the outfitter tag issue jeez - that should never come up again in my lifetime anyway. I was also impressed with the number of female respondents.

A serious thank you to those that work behind the scenes on these issues.

There were also significant comments calling out the BS wilderness law. I doubt anything will change but it appears few people support this either.

I doubt my or other non-resident comments mattered too much but I appreciate the opportunity to voice my opinion.
