I know of a few friends that have had success down on the Monroe.
I would go to the Utah DWR web-site and print out the list of people who drew that tag in 2003 and 2004.
Then go to the white pages ( I use AOL.com ) and do a search with the names and match the addresses shown. If they match, you have a hit. You should be able to match about 60 to 75% of the names. P.S... if they have P.O. boxes for addresses, then it usually is some of the smaller outlining cities in Utah.
Make sure you have a map in front of you and write down everything they tell you: location hunted, dates hunted, dates killed, rutting activity, camp sites, wallows, hunting pressure, etc, etc )
Most people I call are more than willing to give you info on this "once in a lifetime" tag if you know what I mean.
Also print out the rifle and muzzle tags, they will give you some good info also.
