What?s so special about the ?watchdog? service?

This is dovetailed off the landowner tag thread. I'm seeing a few websites advertise this service. Is there something these guys have access to that the general public doesn't?

I should have clarified. There?s a service where they say they can get first chance at any voucher that comes available for a fee/price. Below is the ad on Craigslist for the Colorado Springs area. I wanted to know if that's really the case.

I wondered when someone would monetize the time it takes to sit and watch/respond when something comes up. Clever, soon I bet there will be 20 difference services offering this.
