It possibly sounds like the wardens were going to have a hard time to prove he shot both animals if he fought the charges due to it being a felony.
To get a conviction they may have offered him a misdemeanor charge for his guilty plea. Sometimes you have to do that.

$1500 doesn't cover the state to pay the LEO for investigating.

The Wasatch bull tag at RMEF banquet last year went for $20k. A cow went for $3500.

The purpose of the fine isn't to keep the DNR in the black. There is story after story of state wildlife agencies and USFWS doing multi-year under cover complex investigations that probably cost in the millions and all they get is $50,000 in fines.

Here is the only fact you know from this poorly written article. Some dude got fined and probation for a misdemeanor when the Warden was hoping to get a felony and there was a witness. Everything else that's been said are assumptions. You don't know much about it. I don't know much about it. I wish articles were written better with details and facts. But details and facts don't keep the hens squawking down at the beauty parlor so write these articles like this.
