Utah draw process

I was just wondering if any of you know how the Utah draw process works.Here in NV. they go through all of each applicants hunt choices before moving on to the next.The last 2 years I have drawn my 3rd choice for deer.When I told my uncle in Utah what I put in over there for my 2nd choice, he said that I was wasting my time putting anything but my 1st choice.I was wondering if this was true.I figured they did it the same way as NV, but I am probably wrong.

Im pretty sure its not the same as nevada. I've never herd of anyone drawing a second choice except for on the general season deer.

I could be wrong, but I'm pretty sure Utah is like Wyoming. They issue random numbers to applicants unit by unit vs. drawing an app and running through the persons choices. They only goto 2nd choice if tags are left over. They never are so it never even comes up (except general deer- but nobody cares).
