Which side of the bighorn basin, region E or M i think it is, would offer the best whitetail hunting?
Numbers, size, access ect.

Try using the Hunt Planner on the WGFD site. Region X would be the Bighorn Basin. Region R is east of that and Region F is west. You could find decent whitetail hunting in any of those regions. X would be the easiest to draw, I believe.

Yeah, I was focused on Thermopolis and pondering muleys when i posted E... thanks for the info.

I wouldn't think it would be the Worland side. I've hunted 164 for does. Getting access was a joke. I asked and asked and the answer was always a no-go. there are some walk in's but the ground was all cultivated by the time the hunt for does opened and all the animals found refuge on private property. I would shy away from M for whitetails unless you've got yourself an "in" somewhere already.

And, i'm sure you already know this, but Worland sits in 164 and the hunt there doesn't run during the general season. it normally opens around 10/1 and closes before the general hunt opens. (For bucks that is).
