I'm pretty sure Wyo and Colo have gotten giant grants over the years to help with the expense of building large fencing/road crossing projects. It's a matter of having management in place willing to pro-actively work on these projects.

If systems were changed to all random, the WG&F would lose a fairly large chunk of funding revenue. This is especially true when nonres pay from $31 to $150/hunter/species for pref or bonus pts. Paying each year for pref/bonus pt fees may not matter to residents since their fees are so low...
