We need to get a complete list put together and send it to the State Auditors office and get a Legislator to request an audit so somebody can really dig into this.

I've got a contact I can involve if somebody can compile a list.

I've got the complete list already! It may not be exact because there are Jr.s and people with the same names but in different locations over the years and ladies who change names when they get married or divorced, etc., but it's pretty close. In fact, I also have the list of ALL Expo tag winners since they started. (Alphabetially, listed, of course. :) ) And, yes, some of them won more than one per year, but they don't allow that now. So, now what?

So now nothing. They have the contract. We all know the history. We all know how they got it.

When(if) it comes up again maybe that list will help.

I hope to add my name to the repeat winners next year.
Kind of hard to believe it is legit when people are getting up to 4 tags.
Actually, there's a few that have drawn 5 or 6 tags! And, yes, I believe it's totally random. If they were spread out more evenly then I would be suspicious!

Remember it’s a computer and computers work off rules. If this, then this. Those people who have drawn multiple tags are somehow more prone to draw than another name.

My family has drawn 3 tags. Is our last name more prone than another to get a tag?

Does anyone know how the names are input into the system? Is everyone assigned a number or is it based off a name? The literally repeatable list of names who keep drawing suggests to me it’s based off names, not numbers. If it’s based off names then there is something wrong with the draw itself grabbing the same entries multiple times.

It does not necessarily suggest shenanigans behind the scenes but a clear issue with the drawing software that does not allow for what we all would consider a true random draw.

I hate to say this but I gotta side with Hoss on this one. What does this mean? Absolutely nothing. Except a handful of people who have had a 5-10 year run of incredible “luck”!

So this year alone there was 22 people that have drawn before. There is no way you can convince me that is normal.

EFA how many people each year are there that have drawn at least once before?

I'm not saying there is fraud going on, but there is obviously so kind of flaw in the system for this to be a thing every year.

1-5 a year.... ok seems odd but luck is luck. 22!!! That's something else.

Whatever system they are using needs to be looked at and adjusted to achieve true random odds.

Hell that Dibble name is on the list every year it seems like, not always the same first name but still if your a Dibble from Kaysville you got a dang good shot. Lol

I believe there is a flaw in the Random Number Generator program. When odds range from 1:2500 for most big game hunts to 1:9,000 for the premium hunts, yet 10% of the tags go to repeat winners, it just doesn't add up.

It's my opinion that the probabilities are simply higher that there is a flaw in the system than this happening EVERY SINGLE YEAR.

Yeah, that is crazy. The SY numbers make the whole thing even more sketchy.

Even last year with all the extra out of state people being able to put in it didn't change anything.

I have the complete list as well with exception to 2008. I have only been able to find about 10 names. Would you be able/willing to send me your list of 2008 winners?

Opps! I wondered why 2020 was so low, so I checked the total winners list with the repeated winners list and I realized I failed to add 2020's first time repeaters to the repeat list. Let's just blame it on covid or Trump since everyone else is. :) So, add 27 to 2020's number making it 32 DY's.
 
So what are the total odds for the guy that has drawn 4? That has to be damn near impossible, even assuming he applies for every possible tag every year....

They are about the same as the other 5 guys who have drawn 4 and better than the guy who has drawn 5, and way better than the guy who has drawn 6! :D

I think you’re misunderstanding what the “conspiracy” is here. Of course, there is the thought that certain specific people get tags, maybe a favor from the inside. But what I’m reading above is not suggesting an inside job, just an anomaly in the system itself. That it isn’t truly random and there is a glitch.

I don’t know if any of it carries weight. But I guess it could be very easily answered if it was all done in public and the code was inspected by certain experts in the state.

But like the wolf money to BGF, if they told you how they were doing it, then we’d know how they were doing it!

Nobody is saying it is being done to purposely benefit these people. In fact just about everyone has said that isn't the case. But there is obviously a flaw in the draw system they use for it to pick the same people over and over again.

When 10% of the winners are repeat winners every single year it throws some flags. And then you figure in that those people are not putting in for all 200 tags, very few people actually put in for all of the tags. Well something is not adding up.

You fill a place that big up with "celebrity" hunters you are bound to get a few of them drawing every year. I've never really bought into that conspiracy either.

Elk, do you happen to have the number of total applications per year?
 
I know one of the 4 times winners well and he's not a celebrity hunter at all. When I kidded him about being lucky he just smiled and said he was, but he also informed me that he buys the entire ticket package every year, That gives him 90% better odds than I have with my annual handful of tickets purchased. You are much more likely to get lucky in the game, if you are in it all the way.
 
I have a friend who drew a lope tag and turkey tag on different years. I think a lot of repeat winners spend a lot of money every year. I don't think the draw is rigged.

So if we cut a deck of cards 52 times, shuffling between each cut, we will get every card once and never get the same card twice?

It is strange that some people get drawn multiple times but in a random draw the outcome of the previous draw has zero impact on the next draw
 
I don't think it would work with 52 cards, but 10,000 ping pong balls in a giant rolling cage on stage would be lots more fun and a lot more believable! Especially if I was one of the 200 cage turners and I got to bring my trail cam to record it, for scientific studies, of course!

And it wouldn't cost SFW/MDF $3.50 per application, so they could return more money to the DWR.

Come to think of it, we could do it like powerball and let them choose their own 5 digit number and then spin only 10 pingpong balls (0 to 9) per turn.. If more than one wins, we have a spin-off. And if nobody wins, the tag goes back into the regular draw where they get another chance. That way, the Expo partners still get their money, the DWR still gets their tag money and the applicants still get their chance to draw twice. And we all get a chance to watch the draw. What's not to like?

About as long as it will take to watch the trail cam meeting tomorrow! Or we could just record/stream it like we do the regular Wildlife Board meetings and you could watch it at home whenever you had time. And, to speed things up, we could have 2 or 3 cages lined up ready for the spins. That's 5 seconds per spin x 5 spins per tag = 25 seconds plus 35 seconds to verify the numbers and announce the next tag = 1 minute total per tag x 200 tags = about 3 1/2 hours. That's probably what it takes now by the time all the show business, handshakes, introductions, clapping and pats on the back happen. And with a recording/stream you can skip all of that and get right down to business. In any case, it would be worth it to do it at a much lower cost and in the open. IMHO, of course.:)

You then walk up and put the receipt in the drum for that hunt. When they draw tags, it's publicly viewable and they pull a physical piece of paper, read the name and show it to the camera, and move on. It would take less than 30 minutes to draw all the names. People would hang around just to be a part of the drawing. I bet it would be a great atmosphere.

Everybody would know for sure their names got in the bin and everybody would see exactly whose name came out. No questions asked.

I'd sure be happy to eat crow if 25 repeat winners draw again. Somehow I don't think it'll happen.

They can draw physical tickets for their sheep raffles and the hardest part is the handwritten names and making sure only one ticket got in per hunt. Those are easily solvable by having the tickets printed when you validate at the Expo.

I don't hate you, I just ignore you (most of the time) because I just don't like your ill-disguised language. Almost everything is F-ing, even if it's biologically incapable of doing it!

And, it's NOT MY list, it's SFW/MDF's list. I just organized it in a readable/understandable form. BTW, I'm not on the list either and NEVER will be. Can you say that?

Juniors, maiden/married names, common names, close locations, misspellings, nicknames, etc. on the list are always a problem. For the person(s) who will take over, I'll show them the ropes and maybe they can keep the lists updated. I'm sure I could've just looked up the name on the internet and get an address/phone number but that takes too much time for me. In any case, have a great and safe hunt !

Right on! It looks like you've got the jest of the problems I was having but didn't have the skills or the time to do the extra research.

Most of the repeats stay current, but since life goes on, many are likely to change in 17 years, especially the ladies. Common names are hard to tie together, but unusual names make it easier, thus we get:
- Cisneros, Jason-----WVC
- Cisneros, Jason-----Clinton
But we don't get:
-Anderson, Dave-----AmFrk
-Anderson, David----Tabiona
-Anderson, David----Pleasant View

It's a judgement call until you do the name research. Can you imagine how many David Andersons there are in Utah that may have lived in two of those towns the last 17 years? I just checked and there are 6 known David Andersons living in American Fork right now. I'm pretty sure there were more missed than there were mistakenly included. I often got emails from someone who knew someone who won a tag but isn't listed. All I can tell them is that ALL 200 EXPO tags were accounted for each year and my record don't show their name(s). I just alphabetize the names I'm given by the DWR and/or SFW.
 
There was a post about this last year where someone posted a report that showed everyone who drew and how many times they drew. There was a guy that had drawn 5 tags, and someone mentioned he was affiliated with SFW.

The only person on the list with 5 wins is Randy Julian and he has lived in Loma CA since 2009 so I doubt he is affiliated with SFW. But I could be wrong. His last 2 draws were in 2013-Pronghorn Any Weapon-Cache/N Rich AND Turkey-NE Region.

I once asked in a meeting about a conflict of interest regarding the officers of SFW and they insisted it was a PUBLIC draw and the SFW officers had every right to apply for those tags as they did for the regular draw.

Thought the same is anyone from SFW, MDF or DWR were a COI as well, but I guess not per what the officers stated to you.

Seems if I was affiliated with a lottery and I won said lottery would be a COI in my eyes.

We were only asking about the officers, not the members, but that didn't matter to them since they have always insisted that the EXPO draw is just another way for the DWR to distribute tags, nothing more. I haven't thought about it much since, but I think my inquiry had some impact on their policy and they now choose not to apply. I'll check your list to see if that is true. Thanks
