It seems that current laws against harassing wildlife and riding atv/utvs off trail are not being enforced while people look for antlers, so is the answer to add more laws?

I don't know how long the delay is, but it's possible that people turn the tag in at the very last minute before season starts and forfeit both money and points, but it will allow them to pick up an A list tag later on. If they know they can't go for some reason but could go on a later hunt it...

If you return your tag you get your money back (minus a $15 processing fee) or your points. Not both. And if you opt to restore your points and sacrifice the money, you get the number of points you had prior to the draw. You don't get an extra one for this year.

I think it means the number of people who listed it as a second choice on their app but were not necessarily in the drawing for second choice for that tag. If you find a tag that was drawn at the third or fourth choice you see that maybe 40 people drew as a second choice, while there were maybe...

I was glad that somebody turned their elk tag in this year. I was able to use the returned tag and got a nice bull. It wasn't a monster but I was very happy with it and it was an awesome hunt.
