I agree it is a by product of the new system. People apply for multiple states , then pick which state or states they want to hunt and have time for. May have to just take away points if tag is not purchased and then only allow health issues or deployment as a reason for tag turn in.

Have seen elk licking the burnt trees 3 days after a fire. Look at that monster bull killed this year in velvet with that Gov tag in another state. Notice the trees and the ground is even still black. Something to think about. Access is or can be a downfall but there will be elk in there.

From the way I understand it is every applicant after 3 points is issued a number and that number is divided by your weighted points and that gives you a new number. Lowest numbers then draw out. So if you get a high number issued to you it really doesn't matter what your weighted points really...

Weighted points really don't mean anything. I have 3 and 17 weighted for Moose as a Res and more people seem to draw with 3 and 3, and 3 and 5.
