    100 tags - first 20 go to landowners - 80 tags left for the Res/NR split. Prior to this year NR got 35% so 28 tags - now they get 25% so 20 tags.

    Not having time to scout is minor. Getting the tag is the bigger issue and nearly impossible when you tens of thousands of people clicking away simultaneously on the Wednesday am chit show.

    That's all they do for youth? How about reduced fee licenses, antlerless license preference in the draws, being allowed to convert their unfilled antlerless deer and elk and either-sex elk tags to antlerless licenses to be used in any remaining open season. Seems like some solid perks to me.
