Do harvest reports reflect the unit-wide landowner tags issued? It doesnt appear that they do. And if not why not? Is there any way to determine the number of landowner tags issued on a given hunt?

I am considering buying a landowner tag for my 13 yr old daughter. What unit would you guys recommend? I'm looking at 15 and 34. Or am i overlooking some other unit that would be better for a youth only hunt?

My wife got this bull on the first day of her first ever elk hunt! She made a perfect shot and even connected on the follow up shot even though she could barely stand bc she had an extreme case of bull fever. Lol Hows that for beginners luck?
