There is no way our group will draw with points, so all of our luck is placed in the random draw. My question is this: If we draw in the random do our points get reduced to zero?

I am trying to learn the regulations for a non-resident but I'm not sure I get the splits in quotas between Residents and Non Residents, and then futher between Special PP vs. Regular PP and then the Special Random and the Regular Random.
