2n and 3rd choices

Just wondering how the 2nd and 3rd choices in New Mexico work. Do they draw your name and look at your 1st choice then you 2nd and so on(like arizona)? Or do they draw by area and you have no chance on a 2nd or 3rd choice unless their isnt enough people put it as their 1st choice (like Utah and Colorado)?

It used to be like UT and CO till about 6 years ago, now it's similiar to (but not exactly like) AZ. They pull your app and look at all 3 choices. (I believe in AZ they only look at your first 2 choices during the first round).

BUT not the 4th. Thats an agreement to take any tag in that region, even anterless if all of your first 3 choices were bull hunts.
