2nd vs. 3rd season deer, unit 78

Hey guys. I was doing a little research for next year, and noticed that the second and 4th seasons in unit 78 (near Pagosa) are harder to draw than the 3rd season. Any particular reason for this? Is a high or low country hunt only? Are they hard to find in the transition/mid-elevation country around there? was thinking about going third season since it's so late next year with the hopes of the deer being concentrated in the lower elevations. Any insight on this unit would be appreciated. We're also considering 49/57/58/581, and 80/81. If you think those would be better choices for deer, I'd love to hear it.
