I remember that term back in the late 70's when a railroad tunnel caught fire. After repairs were made, they used shotcrete in the tunnel. That was when Southern Pacific moved the stranded locomotives overland to put them back in service. Kind of an interesting video here.

Shotcrete is concrete just a slurry application so they can use it to spray on the concrete. Concrete won't burn unless someone knows something I don't know.
