If it is true, hopefully it is all nonresidents not at or near thr top pool realizing that with the 20% of tags going to the top pool combined with the 10% nonresident cap, they do not have a snowballs chance in hell fo drawing a primo tag until that stupid rule is changed. Why buy the license and pay application fees with zero chance at the best tags? Hopefully the loss of revenue will force a lower nonresident limit on the max points round, giving everyone a chance. I say cap the max points round to 2% nonresidents, so 20% of the nonresident tags go to max points holders.
