Advice for unit 16-E?

I drew the late cow rifle hunt for Dec. 6-10 on Unit 16-E. I have only been there once hunting unit 21B--antlerless---------(unsucessful), yet it seemed like all of the action was taking place on the other side of the road (16-E). Does anyone have any advice on where to start?

Pelona Mt is where most of the public land elk are. There is very limited access to Luera mt section but can be good also
