Another point question

I am going to try drawing a antelope tag for a unit that was 100% draw odds with max points last year. Can I pay for the license without putting the $20 in for another point for this year. If for some reason the draw odds change and i don't draw can I then pay the $20 for a point later in the "point only time frame ".
