I thought I understood it. I still think I do but there are blurry parts to it.

The bonus pass. 20% of allocation set aside for max pts. Correct?

Is this max pts for each species or max for each hunt code?

1&2 pass- how does this happen? View pic. Second issued first. How does this happen when Arizona isn’t a preference system? Is this part of the 20%?

First question the answer is 20% of each hunt code except for every species except sheep and bison.

Second question needs clarified because I'm not sure what you're asking. You said something couldn't happen and it appears it happened 0 times so whats the question?

Lets rephrase that. All draw reports are screwed up because game and fish can't run a draw. Year after year things are messed up that can't be explained.
