Hey all, if I am unsuccesful for the Archery season with an OTC-either sex tag. Can I purchase an OTC tag for the rifle season??

You can get another tag as long as it is an additional tag. Look it up in the game regs it tells you what you can do.
 
If you are talking elk, then you should be able to buy an "additional" cow tag in certain areas. However, you can not buy another either sex or bull tag.

You pretty much got your answer. But, I have to chime in...you can only have one bull tag and and an either sex license is considered a bull tag.

So, as mentioned, your only option is to get an additional license (which is a for a cow).
