cow elk LO tags

I blanked out in the draw. I almost always draw a deer in a low quality unit, but not this time. My 3rd choice was about as low quality as it gets too. So now to plan B.

I have a couple or questions about UW LO cow elk tags.

1. can a non-resident get one
2. are they season specific
3. are they transferable once purchased from the LO. If I bought one for myself and my daughter but she had to back out, could I give it or sell it to someone else.

1) yes
2) if they are unit wide you have to pick a season out of what the public draw hunts in that unit. If it’s Ranch Only you can pick any 5 consecutive days. Date you can Start depends on weapon type.
3) Yes they are transferrable until you actual purchase the license. Once you do it’s no longer transferable
