Deep snow and Spring migration

Just getting back from of weekend of camping somewhat near my hunting stomping ground. There's ususally a snow bank or two but this year it's burried in 3 or 4 feet everywhere. I'm curious how this will affect the number of elk and deer this fall. Do you think they'll make their traditional climb back to 9,500+ feet or stay in some mid-elevation and not bother this year?
 
My guess is that eventually they will be back up at the elevation they normally summer at even though it might be a longer length of time for them to get there when things finally green up.
