Draw Odds Question

When you look at the odds it says the percentage of people that got drawn with x amount of points. When it says 50% were drawn with 0 points, is it just the first choices taken into account, or is it also second and third choices?

Scenario, So if a guy put down a unit on his app as a second choice and it says 50% of applicants get the tag with 0 points, does he have a chance?

I may be wrong ,but my undestanding is they only show first choice applicants.

In your scenario, the person who put that unit as a second choice has 0% chance for a tag.

2nd, 3rd, and 4th choices are only done after all of the first choice tag holders have drawn.

If only 50% of those with 0 points drew, then there was still a pool of first choice applications that didn't draw so there would be no 2nd, 3rd, or 4th choices at all.
