Draw Odds

It looks like the Buck/Bull combo is quite popular. The odds on drawing this tag are worse than the odds in the Sourthern region.
Are the posted odds for the Northern region accurate? The odds report indicates only 9,000 applicants tried for 18,000 permits. Does this report only represent an applicants first choice?

Those are just first choice applications. They always sell whatever is left after the draw over the counter in the northern region. They call them "leftover" tags for a reason.

So did all the Northern permits get awarded in the draw? If the odds only represent 1st choice how can you find out how many leftovers there were?

I have another question regarding the draw process.

If the youth elk hunt is drawn after all other GS permits, does that mean if you draw a GS deer permit you are no longer eligible in the youth elk draw?
