What is going on with the Oregon controlled hunt drawing? Internet says no applications are available, but licenses are available? WTF?

New system is indeed a bit awkward. No controlled hunt apps are shown on the "product catalog" page. Eventually figured out that you have to hit a tiny link on the product catalog page that states "show all", in order to find the controlled hunt applications. Surprisingly, it appears the system allows NR's to select any hunt code, even ones we're not eligible to apply for. Have never seen that on any state's on-line app system. The beauty of computerized systems is supposed to be their ability to help in eliminating human error.
