LOL... I'm sorry, I just can't figure why anyone would put northern as a 3rd choice, or 8th choice for that matter...
I'm not tryin to be rude. If you have money you may find some land owner who can sell you a trespass tag, its your best bet.
Private land has land locked thousands of acres of public land in the north. Everyone, their dog, and their dogs chew toy heads up Logan Canyon... The west mountains hold some great deer, but you have to find a way through a lot of private land to get to public, but I know it is possible because I have friends who do it. (They keep their route a secret though.) That is your best bet for a good buck. Good luck finding your way through... And good luck on your hunt.
P.S. If you want a beautiful hunt no matter the outcome, Henry's Fork is beautiful in the fall and you can take some great pictures. Sometimes bucks from Wyoming cross the border into Utah... Then they jump right back across to safety. It's like HopScotch for them I imagine. But at least it will be beautiful...
