Hello, my name is Rich Pearson and I have been active in the firearm rights movement for over 40 years. For
the past 15 years, I have served in the Illinois state capitol as the chief lobbyist for the Illinois State Rifle
Association.

I lobbied Barack Obama extensively while he was an Illinois State Senator. As a result of that experience, I
know Obama?s attitudes toward guns and gun owners better than anyone. The truth be told, in all my years in
the Capitol I have never met a legislator who harbors more contempt for the law-abiding firearm owner than
Barack Obama.

Although Obama claims to be an advocate for the 2nd Amendment, his voting record in the Illinois Senate paints
a very different picture. While a state senator, Obama voted for a bill that would ban nearly every hunting rifle,
shotgun and target rifle owned by Illinois citizens. That same bill would authorize the state police to raid homes
of gun owners and forcibly confiscate banned guns. Obama supported a bill that would shut down law-abiding
firearm manufacturers including Springfield Armory, Armalite, Rock River Arms and Les Baer.

Obama also
voted for a bill that would prohibit law-abiding citizens from purchasing more than one gun per month.
Without a doubt, Barack Obama has proven himself to be an enemy of the law abiding firearm owner. At the
same time, Obama has proven himself to be a friend to the hardened criminal. While a state senator, Obama
voted 4 times against legislation that would allow a homeowner to use a firearm in defense of home and family.
Does Barack Obama still sound to you like a ?friend? of the law-abiding gun owner?

And speaking of friends, you can always tell a person by the company they keep. Obama counts among his
friends the Rev. Michael Pfleger - a renegade Chicago priest who has openly called for the murder of gun shop
owners and pro-gun legislators. Then there is his buddy Richard Daley, the mayor of Chicago who has declared
that if it were up to him, nobody would be allowed to own a gun. And let's not forget Obama?s pal George
Soros - the guy who has pumped millions of dollars into the UN?s international effort to disarm law-abiding
citizens.

Obama has shown that he is more than willing to use other people?s money to fund his campaign to take your
guns away from you. While a board member of the leftist Joyce Foundation, Barack Obama wrote checks for
tens of millions of dollars to extremist gun control organizations such as the Illinois Council Against Handgun
Violence and the Violence Policy Center.

Does Barack Obama still sound to you like a ?friend? of the law-abiding gun owner?

By now, I'm sure that many of you have received mailings from an organization called ?American Hunters
and Shooters Association(AHSA)? talking about what a swell fellow Obama is and how he honors the 2nd
Amendment and how you will never have to worry about Obama coming to take your guns. Let me make it
perfectly clear - everything the AHSA says about Obama is pure hogwash.

The AHSA is headed by a group
of left-wing elitists who subscribe to the British view of hunting and shooting. That is, a state of affairs where
hunting and shooting are reserved for the wealthy upper-crust who can afford guided hunts on exclusive private
reserves. The AHSA is not your friend, never will be.

In closing, I'd like to remind you that I'm a guy who has actually gone nose to nose with Obama on gun rights
issues. The Obama I know cannot even begin to identify with this nation?s outdoor traditions. The Obama I
know sees you, the law abiding gun owner, as nothing but a low-class lummox who is easily swayed by the
flash of a smile and a ration of rosy rhetoric. The Obama I know is a stony-faced liar who has honed his skill at
getting what he wants - so long as people are willing to give it to him.

That's the Barack Obama I know.

Barack Obama has voted for or supported some of the most extreme gun control measures ever attempted in our nation. And yet, with the help of his media accomplices, the Democrat has managed to lull some gun owners into complacency, just as he has managed to lull many hard-working, red-blooded American workers into complacency by obscuring his socialist economic agenda.

Thanks to one simple question from Joe the Plumber on the campaign trail, Americans now know about Obama's plan for wealth redistribution. And thanks to one simple answer to an interview question, Obama has given "Joe the Hunter" all he needs to know about where he really stands on the right to bear arms.

It has often been observed that the real Obama comes out when you get him off the tele-prompter. In Toledo, Ohio with Joe the Plumber, it was the expression of a desire to "spread the wealth around". And now, in an interview with the Los Angeles Times, Obama has finally committed his "Joe the Hunter" moment.

From the story:

When asked about whether a general ban on carrying loaded guns in national parks should be eliminated, the answers were sharply different and somewhat predictable.

McCain, who is against gun control, stated: "I believe the National Park Service and the Fish and Wildlife Service should remove their prohibitions against law-abiding citizens transporting and carrying firearms to lands managed by those agencies."

Obama, who is against assault weapons and a gun show loophole that allows trading of weapons between private individuals, stated: "I believe in Second Amendment rights and the rights of hunters and sportsmen to bear arms and use them in a responsible way. But I am concerned about allowing loaded firearms into family-oriented spaces."

While Barack Obama claims to be a constitutional scholar, he appears to have missed the words "shall not be infringed" and instead believes that the Second Amendment contains the word "but".

"I believe in Second Amendment rights and the rights of hunters and sportsmen to bear arms and use them in a responsible way. BUT I am concerned about allowing loaded firearms into family-oriented spaces."

And with that, the McCain/ Palin campaign has just been handed their "Joe the Hunter" moment, and they need to use it to their full advantage over the next seven days.

America's gun owners enjoy the right have loaded firearms in family-oriented spaces all the time. In fact, it is loyalty to family that inspires many to keep a loaded firearm ready at hand for home defense. It is loyalty to family that motivates a mother to carry a concealed firearm for the protection of her children while, for example, hiking on a secluded park trail. It is loyalty to family that motivates a father to invite his young son or daughter into the field on opening day, or to the range for an afternoon of plinking. "Joe the Hunter" understands this implicitly. Barack just thinks they're all bitter clingers.

When it comes to Obama and the Second Amendment, you'll never hear him utter his supposed support without the follow-up:

"But..." And thanks to his "Joe the Hunter" moment, we have a late-October admission of the excuse Obama will use as he signs the first gun control law of his administration.

"I am concerned about allowing loaded firearms into family-oriented spaces." "Joe the Hunter" should be deeply concerned about Obama's concern.

I suppose anywhere outdoors on public land could be said to be a family-oriented space could it not?
 
What a shock! Obama isn't a gun lover? no way.

As I've said if gun rights were the only issue in the world Saddam would have been our man, no problem if you wanted a full auto just go buy it. are you really simple enough to think a pro gun president is all that matters in life?

Don't judge a man on one issue and most important when it's an issue he can't win on anyway. Obama isn't my first choice for president but he's going to be your president, get used to it and get real Clinton didn't get your guns and Obama wont either.

Oh yes, those same utterances from many Aussies, Great Britains and Cubans of the past. Everybody just loved Castro when he showed up many years ago. Why do some people not realize de-arming the citizens is the FIRST step!?

Somebody please wipe the entitlement programs from these peoples eyes so they can see reality!!!

Maybe then you should nominate pro gun - pro hunting candidates the majority of Americans will vote for? or take a butt kicking it's your choice.

If you don't understand there are more issues at stake than those two today then you will tommarrow. losing is not a strategy to win I'm sorry to tell you, gun issuies are not a top priority to most Americans but you'll never get it. give me pro gun - pro hunting candidates who don't suck and I'll vote for them every time, but give me a clown with a gun in his ( or her ) hand and you can shove it.

You are right, there are more issues at stake. But since I don't believe in: Big Government being the answer for everything, socialized medicine, welfare handouts for the lazy and unmotivated, bankrupting the american coal industry, socialism, redistribution of wealth, Islam, surrendering to terrorists,gay rights, forcing corporations to move over seas because of overburderning taxation, letting enviro-wackos dictate policy, and did I fail to mention murdering unborn children(I'm sure I left out plenty of other policies). Obama really doesn't offer me much and I will be forced to vote for McCain.

Is McCain my first choice? Not by a long shot, but since both corrupt parties (democrats & republicans) have a duopoly on our political system, and the media makes sure no other viable 3rd party gets a foothold. There is no other choice. McCain = lesser of 2 evils. Do I feel good about voting for him? Absolutely not. Do I disagree with him? Yes, especially on immigration.

I believe everyone is fed up with the corruption of a 2 party system and they just choose what they feel will hurt them the least. This is wrong! Neither party will balance the budget. Both parties threaten our freedoms guaranteed by the constitution. This will continue until the people of this country force an alternative choice beyond what is been shoved down their throats.

All men are corruptable. We need term limits on all congressmen. This country needs a modern day TEA PARTY. But, it's going to take a lot more pain before the apathetic, ignorant, self-indulgent sheep of this once great nation are motivated enough to stand up together and make a clean sweep of this countrys self-serving, carpet-bagging, federal servants (I hate to use the term leaders, because we have none).

Where will we be in 4 years? I have no idea. I'd pretty much guarantee we will be worse off no matter what happens in tomorrow's election.

Mr. KIRK (for himself, Mr. CASTLE, Mr. FERGUSON, and Mr. SHAYS) introduced the following bill; which was referred to the Committee on the Judiciary

A BILL
To reinstate the Public Safety and Recreational Firearms Use Protection Act.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ?Assault Weapons Ban Reauthorization Act of 2008?.
SEC. 2. RESTRICTION ON MANUFACTURE, TRANSFER, AND POSSESSION OF CERTAIN SEMIAUTOMATIC ASSAULT WEAPONS.
(a) RESTRICTION- Section 922 of title 18, United States Code, is amended by adding after subsection (u) the following:
?(v)(1) It shall be unlawful for a person to manufacture, transfer, or possess a semiautomatic assault weapon.
?(2) Paragraph (1) shall not apply to the possession or transfer of any semiautomatic assault weapon otherwise lawfully possessed under Federal law on the date of the enactment of this subsection.
?(3) Paragraph (1) shall not apply to--
?(A) any of the firearms, or replicas or duplicates of the firearms, specified in appendix A to this section, as such firearms were manufactured on October 1, 1993;
?(B) any firearm that--
?(i) is manually operated by bolt, pump, lever, or slide action;
?(ii) has been rendered permanently inoperable; or
?(iii) is an antique firearm;
?(C) any semiautomatic rifle that cannot accept a detachable magazine that holds more than 5 rounds of ammunition; or
?(D) any semiautomatic shotgun that cannot hold more than 5 rounds of ammunition in a fixed or detachable magazine.
The fact that a firearm is not listed in appendix A shall not be construed to mean that paragraph (1) applies to such firearm. No firearm exempted by this subsection may be deleted from appendix A so long as this subsection is in effect.
?(4) Paragraph (1) shall not apply to--
?(A) the manufacture for, transfer to, or possession by the United States or a department or agency of the United States (including the United States Armed Forces and, under regulations pursuant to title 50, United States Code, the National Guard and Reserve), or a State or a department, agency, or political subdivision of a State, or a transfer to or possession by a law enforcement officer employed by such an entity for purposes of law enforcement (whether on or off duty);
?(B) the transfer to a licensee under title I of the Atomic Energy Act of 1954 for purposes of establishing and maintaining an on-site physical protection system and security organization required by Federal law, or possession by an employee or contractor of such licensee on-site for such purposes or off-site for purposes of licensee-authorized training or transportation of nuclear materials;
?(C) the possession, by an individual who is retired from service with a law enforcement agency and is not otherwise prohibited from receiving a firearm, of a semiautomatic assault weapon transferred to the individual by the agency upon such retirement; or
?(D) the manufacture, transfer, or possession of a semiautomatic assault weapon by a licensed manufacturer or licensed importer for the purposes of testing or experimentation authorized by the Secretary.?.
(b) DEFINITION OF SEMIAUTOMATIC ASSAULT WEAPON- Section 921(a) of title 18, United States Code, is amended by adding after paragraph (29) the following:
?(30) The term ?semiautomatic assault weapon? means--
?(A) any of the firearms, or copies or duplicates of the firearms in any caliber, known as--
?(i) Norinco, Mitchell, and Poly Technologies Avtomat Kalashnikovs (all models);
?(ii) Action Arms Israeli Military Industries UZI and Galil;
?(iii) Beretta Ar70 (SC-70);
?(iv) Colt AR-15;
?(v) Fabrique National FN/FAL, FN/LAR, and FNC;
?(vi) SWD M-10, M-11, M-11/9, and M-12;
?(vii) Steyr AUG;
?(viii) INTRATEC TEC-9, TEC-DC9 and TEC-22; and
?(ix) revolving cylinder shotguns, such as (or similar to) the Street Sweeper and Striker 12;
?(B) a semiautomatic rifle that has an ability to accept a detachable magazine and has at least 2 of--
?(i) a folding or telescoping stock;
?(ii) a pistol grip that protrudes conspicuously beneath the action of the weapon;
?(iii) a bayonet mount;
?(iv) a flash suppressor or threaded barrel designed to accommodate a flash suppressor; and
?(v) a grenade launcher;
?(C) a semiautomatic pistol that has an ability to accept a detachable magazine and has at least 2 of--
?(i) an ammunition magazine that attaches to the pistol outside of the pistol grip;
?(ii) a threaded barrel capable of accepting a barrel extender, flash suppressor, forward handgrip, or silencer;
?(iii) a shroud that is attached to, or partially or completely encircles, the barrel and that permits the shooter to hold the firearm with the nontrigger hand without being burned;
?(iv) a manufactured weight of 50 ounces or more when the pistol is unloaded; and
?(v) a semiautomatic version of an automatic firearm; and
?(D) a semiautomatic shotgun that has at least 2 of--
?(i) a folding or telescoping stock;
?(ii) a pistol grip that protrudes conspicuously beneath the action of the weapon;
?(iii) a fixed magazine capacity in excess of 5 rounds; and
?(iv) an ability to accept a detachable magazine.?.
(c) PENALTIES-
(1) VIOLATION OF SECTION 922(v)- Section 924(a)(1)(B) of title 18, United States Code, is amended by striking ?or (q) of section 922? and inserting ?(r), or (v) of section 922?.
(2) USE OR POSSESSION DURING CRIME OF VIOLENCE OR DRUG TRAFFICKING CRIME- Section 924(c)(1)(B)(i) of title 18, United States Code, is amended by inserting ?or semiautomatic assault weapon,? after ?short-barreled shotgun,?.
(d) IDENTIFICATION MARKINGS FOR SEMIAUTOMATIC ASSAULT WEAPONS- Section 923(i) of title 18, United States Code, is amended by adding at the end the following: ?The serial number of any semiautomatic assault weapon manufactured after the date of the enactment of this sentence shall clearly show the date on which the weapon was manufactured.?.
SEC. 3. BAN OF LARGE CAPACITY AMMUNITION FEEDING DEVICES.
(a) PROHIBITION- Section 922 of title 18, United States Code, as amended by section 2(a), is amended by adding after subsection (v) the following:
?(w)(1) Except as provided in paragraph (2), it shall be unlawful for a person to transfer or possess a large capacity ammunition feeding device.
?(2) Paragraph (1) shall not apply to the possession or transfer of any large capacity ammunition feeding device otherwise lawfully possessed on or before the date of the enactment of this subsection.
?(3) This subsection shall not apply to--
?(A) the manufacture for, transfer to, or possession by the United States or a department or agency of the United States (including the United States Armed Forces and, under regulations pursuant to title 50, United States Code, the National Guard and Reserve), or a State or a department, agency, or political subdivision of a State, or a transfer to or possession by a law enforcement officer employed by such an entity for purposes of law enforcement (whether on or off duty);
?(B) the transfer to a licensee under title I of the Atomic Energy Act of 1954 for purposes of establishing and maintaining an on-site physical protection system and security organization required by Federal law, or possession by an employee or contractor of such licensee on-site for such purposes or off-site for purposes of licensee-authorized training or transportation of nuclear materials;
?(C) the possession, by an individual who is retired from service with a law enforcement agency and is not otherwise prohibited from receiving ammunition, of a large capacity ammunition feeding device transferred to the individual by the agency upon such retirement; or
?(D) the manufacture, transfer, or possession of any large capacity ammunition feeding device by a licensed manufacturer or licensed importer for the purposes of testing or experimentation authorized by the Secretary.?.
?(4) If a person charged with violating paragraph (1) asserts that paragraph (1) does not apply to such person because of paragraph (2) or (3), the Government shall have the burden of proof to show that such paragraph (1) applies to such person. The lack of a serial number as described in section 923(i) of title 18, United States Code, shall be a presumption that the large capacity ammunition feeding device is not subject to the prohibition of possession in paragraph (1).?.
(b) DEFINITION OF LARGE CAPACITY AMMUNITION FEEDING DEVICE- Section 921(a) of title 18, United States Code, as amended by section 2(b), is amended by adding after paragraph (30) the following:
?(31) The term ?large capacity ammunition feeding device?--
?(A) means a magazine, belt, drum, feed strip, or similar device manufactured after the date of enactment of the Violent Crime Control and Law Enforcement Act of 1994 that has a capacity of, or that can be readily restored or converted to accept, more than 10 rounds of ammunition; but
?(B) does not include an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.?.
(c) PENALTY- Section 924(a)(1)(B) of title 18, United States Code, as amended by section 2(c), is amended by striking ?or (v)? and inserting ?(v), or (w)?.
(d) IDENTIFICATION MARKINGS FOR LARGE CAPACITY AMMUNITION FEEDING DEVICES- Section 923(i) of title 18, United States Code, as amended by section 2(d), is amended by adding at the end the following: ?A large capacity ammunition feeding device manufactured after the date of the enactment of this sentence shall be identified by a serial number that clearly shows that the device was manufactured or imported after the effective date of this subsection, and such other identification as the Attorney General may by regulation prescribe.?.
SEC. 4. STUDY BY ATTORNEY GENERAL.
(a) STUDY- The Attorney General shall investigate and study the effect of this Act and the amendments made by this Act, and in particular shall determine their impact, if any, on violent and drug trafficking crime. The study shall be conducted over a period of 18 months, commencing 12 months after the date of enactment of this Act.
(b) REPORT- Not later than 30 months after the date of enactment of this Act, the Attorney General shall prepare and submit to the Congress a report setting forth in detail the findings and determinations made in the study under subsection (a).
SEC. 5. EFFECTIVE DATE.
This Act and the amendments made by this Act--
(1) shall take effect on the date of the enactment of this Act; and
(2) are repealed effective as of the date that is 10 years after that date.
SEC. 6. APPENDIX A TO SECTION 922 OF TITLE 18.
Section 922 of title 18, United States Code, is amended by adding at the end the following appendix:
