Early Archery Mulies- Unit 7W/8

We normally can't do the early archery OTC hunt but are trying it for the first time this year. We have been here for 5 days, and all we've come across are does and a couple forkies. It seems like this area just may be totally hunted out, so if anyone has some actual validation about that please feel free to tell us to just pack up and head home! We've really been trying to focus on fingers and canyons in the late afternoon and hiking to peaks of many hills in the early mornings. We have a Jeep and are camping out of it, usually camping at the base of a hill.

Areas we've scouted/hiked thus far:
Unit 8- Aspen Hill, Hyde Hill, McDougal Flat, Seven Bar K Hill
This unit is totally packed with campers/hunters, not surprised if the bucks are hunkering down somewhere much more remote. Also not a ton of glassable hills here.

Unit 7W- Sitgreaves Mt, Wildcat Hill, RS Hill, Gov't Mt, Bull Basin Mesa
This unit is far less busy, which is probably due the fact it is a much more prominent elk unit. We've spent a lot of time in high elevation and still can't seem to find decent sign of larger groups of bucks.
