end of Block Management??? 60% will hurt all hunters

I am curious others thoughts in this area. It seems as if the 60% requirement will greatly increase demand for private access in MT and as a result end up gutting the Block Management System. I am already certain there is pressure on the system from outfitters who would lease lands, but if we artificially inflate the demand for outfitted hunts, then we will also increase demand for leasing.

Net result could be the loss of massive hunting areas.

Its nothing more than outfitter welfare. Subsidizing a private industry with a public resource. It is ridiculous. What other industry asks for guaranteed business like this?
