EXPO Wasatch Mountains Elk Tag Numbers???

I know the numbers posted on the Hunt Expo website showed 4 tags available for the Wasatch Any Weapon Elk Hunt (early) and 2 available for the (late) hunt. The posted results only show 2 recipients for the early and 1 for the late hunt. I think after totaling the names of permit recipients on the results link there are only 196 and not 200, so what gives???

I got the same math- added up all of the names only 196-- WHAT'S UP?!?!
